Because it does not force a trade-off. The summer heat has passed, the weather is comfortable for walking to the Haram, and the winter-holiday crowds and prices have not arrived yet. Most months of the year make you give up one of those. October, for a few weeks, hands you all of them at once.
It is probably the best month of the year for them. Milder temperatures turn the walk to the Haram into something manageable rather than exhausting, and the Makkah hotel on this departure faces the mosque directly, so the distance is counted in steps rather than minutes. Resting properly between prayers becomes possible. That, more than anything else, tends to decide whether an older pilgrim gets through the week comfortably.
